Norman A. Thomas

Now in the forty-fourth year of his legal career, Mr. Thomas possesses a broad range of  experience.  In March 2014 he founded his appellate law firm, Norman A. Thomas, PLLC, and has conducted appellate litigation across the spectrum of subject matters in both Virginia and Federal tribunals.  He has appeared regularly in the Supreme Court of Virginia and the Court of Appeals of Virginia, and in the United States Court of Appeals for the Fourth Circuit.

Before founding his law firm he compiled over thirty years of public service within Virginia’s state and local government system.  In those years, among other positions, he served as a Judge of both Virginia’s Fourth Judicial Circuit and its Fourth Judicial District, as Opinions Counsel and Senior Appellate Counsel of the Office of the Attorney General, as a Deputy City Attorney in the City of Norfolk, and as Chief Deputy Commonwealth’s Attorney in Norfolk.  In 1985-86, he clerked for the late-Honorable Joseph E. Baker of the Court of Appeals of Virginia.  He began his legal career with the Norfolk law firm of Crenshaw, Ware and Johnson.

Mr. Thomas is AV-rated by Martindale-Hubbell; he first achieved that rating in 1997.  He has been a consistent selection in Appellate Law by both Super Lawyers and Best Lawyers in America.  He also is recognized in Appellate Law as a Virginia Business Magazine "Legal Elite." In 2023, Virginia Lawyers Weekly recognized him as a “Go To Lawyer” in Appellate Law.  He currently holds two Virginia mediator certifications.
