Judge Williams served 22 years as a Circuit Court Judge in Fairfax County, preceded by 3 years on the General District Court.  He presided over a multitude of civil trials involving personal injury, medical malpractice claims, divorce, fraudulent transactions, eminent domain, and commercial litigation. As an Assistant County Attorney for Fairfax County, he handled negotiations for public contracts, antitrust, telecommunications, federal litigation, and public utility matters before the Virginia State Corporation Commission.  Also, he has served as an Assistant Commonwealth’s Attorney prosecuting felonies and misdemeanors in circuit and district courts.

His business background includes studying at the London School of Economics, the City of London Polytechnic (now London Guildhall University), and teaching business legal studies at the George Mason University School of Business Administration.  Judge Williams has served as a faculty member at the National Judicial College in Reno, Nevada. Judge Williams has served on the Virginia Supreme Court Model Jury Instructions Committee, Virginia Criminal Justice Services Board, and the Virginia Supreme Court Pandemic Flu Preparedness Committee. He was chairman of the Victim of Crimes Committee of the Judicial Division of the American Bar Association.

Judge Williams has lectured on trial advocacy, international commercial arbitration, and public corruption, at law schools in Ukraine, Moldova, and Romania. As a part of the American Participant Program, he traveled to Liberia, Zambia, and Botswana, to deliver a series of lectures to supreme court justices, judges, lawyers, and law students on judicial independence, judicial review, and alternative dispute resolution.He has spent his summers teaching advanced English and western culture to Chinese students in Yangshuo, Guangxi, China.  

An accomplished musician, Judge Williams plays guitar, bass, keyboards and saxophone.  He can be found performing on tour in North America, Europe and Asia.Judge Williams has received awards and recognition including induction into the Virginia Lawyers Hall of Fame (2023), and Strong Men & Women in Virginia History (2020).
