Judge Melvin R. Hughes retired from the Circuit Court of the City of Richmond with over thirty-three years of judicial experience.

Judge Hughes, Ret. served as Judge of the General District Court Manchester Division, Richmond, Virginia from 1981-1984 before joing the Circuit Bench in 1984.  In the Circuit Court, Judge Hughes, Ret. heard only civil cases including complex, corporate, business, commercial, tort, medical malpractice, and domestic relations litigation and where he served two terms as Chief Judge.

Prior to becoming a Judge, he was in private practice specializing in criminal defense, personal injury, and domestic relations cases as a sole practitioner in state and federal courts before becoming a founding member of the law firm Chambliss, Cunningham, Hughes and Macbeth in 1977.

Judge Huges, Ret. served as President for the Old Dominion Bar Association, Richmond Chapter and he served on many community boards and committees including United Way, the Neighborhood Legal Aid Society, and the Metropolitan Legal Aid.

In 2003, the Supreme Court of Virginia appointed Judge Hughes, Ret. to the Virginia Model Jury Instructions Committee and the Supreme Court Advisory Committee of Rules of Court on which committees he served until retirement.

Judge Hughes, Ret. has participated over the years in many legal education panels as speaker and panel member.

Judge Hughes, Ret. continues to serve as Judge in cases by designation in Virginia Courts.
