Judge Balfour, Ret. received his BA and JD degrees from Washington & Lee University.

Judge Balfour (Ret.) served as an Army officer on Okinawa for two years and received the Army Commendation Medal. 

At Washington and Lee he has been twice President of the George Washington Society, Class Agent for his undergraduate and law classes, and a member of its Alumni Board and its Law Council. 

He has been on the Administrative Board, Usher, and Sunday School Teacher at Trinity United Methodist Church.

Judge Balfour, Ret. has served as President of the Richmond Community Action Program and the Richmond Jaycees. 

As an Eagle Scout, he served as Vice President of the R.E. Lee Council, as well as other positions with the Boy Scouts. 

He has served as a Trustee of the Civil War Preservation Trust and currently is a Trustee of the Museum of the Confederacy, the Stonewall Jackson Foundation, and the Southampton County Historical Society. 

He also served on the Governor's Commission to study Containment of Health Care Costs, is a past Chairman of Henrico County Borard of Zoning Appeals, past Patron Fund Chairman the Collegiate Schools, and a Division Chairman of United Way.

Judge Balfour, Ret. has followed his interest in education as a member and Vice Rector of the Board of Visitors of Virginia Commonwealth University, and as a member of the State Council of Higher Education of Virginia (SCHEV).  He received the Distinguished Alumnus Award from Washington & Lee University in 2000.

 Judge Balfour, (Ret.) authored Southampton County and Franklin, a Pictorial History, published in 1989; Franklin and Southampton County in the Civil War, published in 2002; and The Thirteenth Virginia Cavalry, published in 1986.
